About
“He who for justice’s sake seeks to educate the masses,
is like a star that shines forever.”Pope Pius IX
upon hearing of Vincenzo Bugeja’s plans for the Conservatorio
The Conservatorio Vincenzo Bugeja is a historic institution located in Santa Venera, Malta, dedicated to supporting young women. Established on 18th May 1880 by philanthropist Marquis Vincenzo Bugeja, the Conservatorio was founded with the mission to house, educate, and protect young women facing difficult circumstances.
We provide shelter and assistance to women of all races, classes, sexual orientations, and religions, helping them recover from trauma, regain their dignity, and learn skills for a better and independent future. Our approach focuses on holistic support, ensuring that each woman can reintegrate into society with confidence and strength.
Our Founders

Marquis Vincenzo Bugeja &
Marchesa Anna Bugeja nee’ Darbois
Marquis Vincenzo Bugeja, born on 16th February 1821, was a renowned businessman whose wealth came from inheritance, investments, and fortune. Known as the “Maltese Matador” for his success in the Monte Carlo and Homburg casinos, he used his fortune for the betterment of society. In 1873, Bugeja presented his vision of the Conservatorio to Pope Pius IX, receiving his blessing.
“He who strives for the good of society is a man of true fortune.”
– Marquis Vincenzo Bugeja, reflecting on his philanthropic work
Marchesa Anna Bugeja was born in Naples in 1830 and lived much of her life in Malta, sharing her husband’s passion for charity and social reform. Together, they dedicated their lives to improving the well-being of young people.
Both founders are buried in the chapel of the Conservatorio, leaving behind a legacy of generosity and compassion.
History of the Building

Vincenzo Bugeja purchased the land for the Conservatorio in December 1872, choosing a central location in Malta to ensure accessibility. Construction, overseen by architect Paulson, took four years and was completed in 1880. The plans were designed by Conti Virginio Vespignani, architect to Pope Pius IX, with a total investment of £40,000 from Bugeja and his wife.
The Conservatorio officially opened on 18th May 1880, with ten girls admitted under the care of the Sisters of Charity. These girls were educated in life skills such as needlework, typewriting, and domestic duties, preparing them for roles as housewives and professionals. Over time, the Conservatorio’s mission adapted, but its focus on empowering women remained at its core.
During World War II, the Conservatorio was requisitioned by the government and transformed into the Police Headquarters, but it resumed its original purpose after the war.
Governance & Leadership

The Conservatorio’s governance is managed by a Board of Administrators, established by a Foundation Act in 1880. Over the years, the Board has ensured that the founder’s mission continues to be upheld. The first Committee was composed of eight lifetime members, including Marquis Vincenzo Bugeja himself.
